In the New Testament Church, were people free to interpret Jesus' teachings as they liked?

I'm trying to get a clearer view of how Jesus and his apostles envisioned the Church. Was it an actual organization, with leaders, membership requirements, doctrines, and rules of discipline? Or was it a commonality among people who revered Jesus that allowed each person to develop individual interpretations and behavior codes?
