Can you plant flowers or shrubs and dogwood at this time for upcoming spring? will they survive the cold?

Plant all shrubs and tree's between now and March. Do not plant plants yet, not until the ground warms up in April/May. Do not water-in anything in cold freezing conditions, there is enough moisture in the ground to sustain them. Start digging any flower beds that you want, just dig it and turn the sod over and leave for the frost to break it down, then leave it until March.
