What are the higher octave planets in Astrology?

* The outer planets of the Zodiac- the slower moving ones. The ones that represent groups and societies rather than personal qualities. They consist of but may not be limited to Ur, Neptune, Pluto- I don't know for sure about Saturn. Not a stronger vibration so much as a more humanitarian (higher) one.
