Civilization 4 Question "no nukes"?

For some reason when I play against the computer opponents they get access to uranium but I do not. Even though I have many uranium mines the do not show up in my city cue. Because of this I cannot produce nuclear bombs or nuke submarines. Does any one know how to fix this problem. Is there a box to uncheck to allow nukes? Please help...
